- Kitchens and bathrooms must have extractor fans that vent to the outside.
- Living areas and bedrooms must have at least 1 openable windows.
- Moisture barriers (like ground vapour barriers) must be installed where required.
These measures help reduce the risk of dampness and mould, ultimately preventing respiratory illnesses and property damage.
Final compliance deadline: All private rentals must meet the standards by 1 July 2025. Don’t leave it to the last minute — assessments and upgrades can take time to arrange.
Health Matters: Why Ventilation Isn’t Just a Rule
Damp homes are ideal environments for mould spores, which can trigger asthma, allergies, and long-term respiratory issues — especially for children, the elderly, or anyone with a pre-existing condition.
Landlords have a duty under the Residential Tenancies Act to provide a home that’s in a reasonable state of repair — including one free from avoidable mould or dampness.

Landlords must ensure the home is structurally sound, insulated, and compliant with Healthy Homes Standards ventilation rules. They must also fix any problems contributing to dampness, like roof leaks or faulty fans.
Tenants are responsible for managing daily moisture: using extractor fans, opening windows, drying clothes outside where possible, and reporting any concerns early. If good habits don’t solve the problem, the property manager should step in to investigate further.
